Owenyoung realized the War reparations set on Germany were to high. Young's suggested the reparations should be reduced by about three-quarters, and Germany should make an annual payment till 1988. The Young Plan was accepted by all the governments, but it was severely criticized in Germany by Adolf Hitler.
