Compulsory labour was brought in as a result, and private trade was suppressed, because of these new rules peasants were forced to hand over their entire produce except the bare essentials. Later in 1921 Lenin realized that the War communism was not resulting in a recovery. Lenin brought in the NEP as a result of this, this allowed private trade, and peasants were allowed to sell their surplus.
